One of the things that Francis and I talk about—and we talked with Elizabeth about it—is that Effie is in a really tough position. She lived this Capitol life, but she starts to realize how damaging this all is. She looks happy, and she’s very Capitol, and she’s vibrant and she’s colorful—but she’s always uncomfortable.

Bart:"That was the most interesting thing for us. These characters had been really established and to strip them down and break them from society was great for us. It was also interesting to think how we would create something for these characters' styles to come out of, even though they're in the same clothing. Eiffe is the best example of that. Each character took the same base clothing and made it their own." Was it important to show their personality coming through? Kurt:"We wanted it to be seen in different ways - we didn't want her to become a super hero in an immobile suit that she can only wear one way. Her wings and shoulders are designed to be ceremonial, but the armour can also be taken off so you can see that girl again - you can see Katniss. So we didn’t really have to stay literally tied to a lot of things. After the first film, we got to change with trends and fashion, like in the real world, but at a different pace in the Capitol. Yes. I’d done this before — I designed the first Harry Potter — and you don’t want to disappoint the fans. Things change when you do a film, but you try the best — I try the best I can to be respectful of the material and the characters. I mean, it’s mostly about the characters, and even if you can’t do every detail that’s in a book, you want to get the essence of that character across.As a little teaser, we’re working on a collaboration for wearable streetwear merchandise and jewelry that we’re doing as a nod to the film. Spencer Williams: It worked out perfectly. It required so much work, but it was so worth it! It was impressive that this costume was able to sustain such a life as well. You don’t really see that too often. I’m really excited to talk about Dr. Volumnia Gaul, played by Viola Davis. My favorite costume in the film was, by far, her lab coat, with that blood-red gradient and the gloves. It was haunting! Tell me about working with Viola Davis and these costumes. I would say her character is where we really saw that “Hunger Games” vibe that we came to be familiar with in characters of past films such as Effie Trinket. Tigris is always very concerned about everything that happens in the film *no spoilers* so I felt like she wore her costumes as a form of armor. We would get the person’s head shot and sizes the day before. That night I would go and set up fittings, and put looks together, and then put out, say, three to four different options. Clove and Cato were dressed as gods to represent their district. The gold color was shiny and sure to catch attention. Their headpieces were made of the same materials as the victor's crown/headband. But she has a lot of good ideas, she knows how things should fit, and she wanted all her clothes to be very constricting — she has that funny walk [in the movie] because she can’t walk any other way. Her shoes are so outrageously high and uncomfortable, and she wanted that. I’m like, “Are you sure you can do the scene?” And she’s like, “Yes, I’ll do it. I’ll take them off in between shots. It’ll be fine.” She was miserable, but she did it because she felt it was right. In the book, the fashions are so outrageous in the Capitol that they aren’t meant to be actually worn. And that was the point: poking fun at fashion, and how outrageous trends can be.Well, when you do these costumes, each one is your children, and they all present their own problems and issues. Perhaps the biggest problem — even bigger than dealing with visual effects — was the weather where we were shooting [in North Carolina]. It was 90, more like 100 degrees, and 100 percent humidity. In the book, they’re kind of described as sheer blue jumpsuits. And, again, when you’re writing, you know, you can visualize, and this is great. But I have to say, every actor that came in for the fitting, before they saw the costume was like, “Are we wearing sheer?” [ Laughs] It was everyone’s concern. Spencer Williams: There’s certainly a relatability and authenticity to these different characters, and sometimes you could see similarities in our world, both bad and good, to Panem. Now I would love to talk about the uniforms that the audience will see in this film. I fell in love with The Academy uniforms. That red color was striking. The uniforms were sophisticated but still scholarly with a Panem flair. I also can appreciate the neutrality of them. If this is what school uniforms would have looked like when I was in school, I would have been all about them.
